Project Overview

Bell Cornwell were involved in complex negotiations to obtain planning and Listed Building consent for conversion of a Grade II* Listed Mansion and courtyard buildings into 10 apartments and dwellings. The proposals also include the erection of 14 new houses and apartments in the walled garden, enabling development and restoration of the registered gardens.

The conversion of the mansion and courtyard buildings alone was not sufficient to produce an economically viable development and therefore enabling the new builds was necessary to fund the restoration of the mansion and its outbuildings whilst protecting the long term interests of the listed building.

The scheme was drawn up having followed the guidance in the English Heritage 2008 policy statement and practical guide, “Enabling development and the Conservation of Significant Places”, a policy statement which only applies to development contrary to established planning policy.

Detailed discussions on the valuation of the scheme were pivotal in the decision making process and informed a complicated Section 106 Agreement.
