applications. Bell Cornwell has experience in managing
the preparation, submission and negotiation of a range

appeals dealt with by written representation, informal
hearing and public inquiry.
Negotiation and preparation of Section 106
Agreements. Bell Cornwell is able to negotiate Section
106 Agreements required in connection with planning
applications and appeals.
Site appraisal. Bell Cornwell has expertise in
preparing site appraisals for landowners or developers
to enable them to make decisions about potential
development sites.
Strategic site promotion. The Practice is actively
monitoring or promoting major development proposals
through Regional Spatial Strategies for a variety of
clients.
Achieving good urban design is an essential
requirement of the planning process, this is evident in
the requirement for the submission of a Design and
Access Statement with planning applications
Bell Cornwell is actively involved with developing
master planning for a number of projects and is able to
assemble and manage multi-disciplinary teams to prepare
comprehensive site master plans

Planning Enforcement, Bell Cornwell is able to advise
clients on issues relating to planning enforcement
matters, and associated notices and appeals.

John was a founding Partner of Bell Cornwell in 1986.
This followed a career in local government in North
Tyneside, Sevenoaks and Rochford, and in private
practice elsewhere.
Graham founded Bell Cornwell in 1986 after working
for one of Surrey’s Local Planning Authorities and
spending 2 years at a major planning and architectural
consultancy in the South East.
Linda one of the founding Partners of Bell Cornwell
started her planning career with Manchester City Council
and held posts with Warrington Development Corporation,
Royal Borough of Windsor and Maidenhead and in private
practice.
Simon became a Partner of Bell Cornwell in 1989,
having spent three years with a chartered architects and
town planning consultancy, setting up their London-based
office.
Ian has practised town planning since July 1979,
initially holding posts in local government with Surrey
Heath Borough Council and Reigate & Banstead Borough
Council
Michael joined Bell Cornwell in 1999 after working
for a number of Local Planning Authorities in the south
of England, including Horsham, Chichester and East
Hampshire District Councils and Basingstoke and Deane
Borough Council.
Nicolette joined Bell Cornwell in 2001 after 12 years
with Hart District Council as Principal Planning
Solicitor and three years with City firm Masons.
Anthony Hawkins is a charted town planner with a
degree in Economics and a Diploma in Town Planning. He
was elected to membership of the RTPI in 1979. He joined
Bell Cornwell in January 1992
Tracey is a chartered town planner who joined Bell
Cornwell in May 2004 having previously worked for the
Royal Borough of Kensington and Chelsea for more than
ten years.
Rebekah Jubb is a chartered town planner with a first
degree in Geography and a Masters Degree in Town
Planning. She started her planning career in 1998, being
elected to membership of the RTPI in 2002.
Sue joined Bell Cornwell in 2007 having previously
worked for Hart District Council for a total of fourteen
years both in Policy and latterly in Development
Control. She has also had ten year experience working in
private practice elsewhere.
Nick is a chartered town planner with a degree in
City and Regional Planning and a Diploma in Town
Planning from Cardiff University. He started his
planning career in 2001 and was elected to full
membership of the RTPI in 2004.
