


Bell Cornwell is delighted to share that Cornwall Council has granted conditional planning permission for the construction of a self-build dwelling on land to the south-west of Trerice Holdings, St Newlyn East, near Newquay.
This scheme (PA25/05423), which is another successful collaboration with The Bazeley Partnership, replaces an earlier approval (PA23/04920) and secures the development of a sensitively designed, high-end dwelling on the site of a former stable block. It gives our client the green light to move forward with their ambition to deliver a bespoke home in this part of mid-Cornwall.

A number of important matters were addressed through the application to deliver this scheme. The transformation of the stable block to a high-end dwelling, was phased through a series of planning applications to establish fallback positions prior to the submission of the eventual scheme.
Careful attention was given to establishing the lawful use of the buildings on site prior to securing their conversion to residential use. The structural integrity of the existing building was also considered carefully, along with environmental factors such as the protection of existing trees, the delivery of new landscaping and ecological enhancement to ensure the new home blends with the surrounding environment.
Sustainability was another key aspect of the application. The new dwelling had to meet the high energy and water efficiency standards set out in Cornwall’s Climate Emergency Development Plan Document. This helps to minimise environmental impact and support the Council’s climate objectives. Practical considerations were also addressed, including provision of safe access, parking and turning areas in line with approved plans.
The permission demonstrates how with the correct strategy, underutilised or redundant existing buildings can be transformed to provide much sought after self-build and custom-build housing. By enabling individuals to design and deliver their own homes, this form of development creates a diverse and distinctive housing supply that reflects local character and supports community sustainability.
A combination of excellent planning strategy, high quality design, and collaborative working with officers at Cornwall Council shows how, the planning process can deliver the best outcome. It has enabled new homes to come forward while ensuring that the environment, landscape character and sustainability are given full consideration. The conditions attached to the permission will ensure that the development is implemented responsibly and in accordance with national and local planning policy.
