Bell Cornwell’s Cornwall team, led by Partner Dan Rogers with Principal Planner Ellie MacNeil, is celebrating a major planning win in Truro. Cornwall Council has approved proposals to transform a brownfield site in the centre of Truro with a new student accommodation scheme, ground floor commercial space and a sustainable travel hub.
The plans include a significant enhancement to a currently underutilised site, replacing the existing building with a vibrant new development. Cornwall Council concluded that the proposed development made strong reference to local vernacular and building, with the red brick and ground level arches resonating with the railway architecture or Truro Station. As well as delivering much-needed student housing, the project will contribute to the local economy through new commercial space and better transport connections for the area.
The scheme goes beyond bricks and mortar. The project has been carefully designed with sustainability at its heart. It features energy-efficient construction, water-saving measures, and a strong commitment to biodiversity, including habitat improvements and a long-term management plan.
Navigating a Complex Planning Process
Bell Cornwell played a central role in navigating the complex planning process and coordinating special reports. The team worked closely with Cornwall Council to address matters including flood risk, heritage, biodiversity net gain and tree protection.

Ellie MacNeil is a Chartered Town Planner with over seven years of private sector experience. She is a Principal Planner in Bell Cornwell’s Cornwall office, joining in 2023.
