Basingstoke and Deane Borough Council has published a non-immediate Article 4 Direction which would withdraw some of the permitted development rights on strategic employment sites in the District from late 2019.
These proposals would withdraw the existing permitted development rights related to the change of use of offices (currently permitted by Class O of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended)) to residential use.
The reason for the Direction is the Council’s concern that since office to residential permitted development rights were introduced in 2013, there have been a high number of conversions in Basingstoke that have resulted in the loss of a significant amount of office floor space. The council’s evidence base (Economic Needs Assessment (ENA, 2018) (https://www.basingstoke.gov.uk/ETC01 ), indicates that an Article 4 Direction may be necessary to ensure that there is sufficient employment floorspace to meet the borough’s future needs.
Permitted development rights can still be exercised until the Article 4 direction comes into effect in late 2019.
