Basingstoke & Deane Local Plan Consultation

Basingstoke and Deane Borough Council are carrying out an early stage (non-regulatory) consultation on a new Local Plan for the Borough to cover the period to 2038. The Local Plan is the key planning document for the Borough as it allocates sites for housing and other uses, as well as setting out policies to guide development. The consultation runs between 28th  September and 9th November 2020.

The new Local Plan will replace the Plan adopted in 2016 which will be considered out of date next year. The new Plan isn’t timetabled to take effect until 2024, meaning there is an ongoing policy gap between old and new with no allocations being formally agreed. The Council is currently under-delivering – they cannot demonstrate a 5 year housing land supply position and have a deficit of about 600 homes in the last 3 years. Our assessment is that this position could well worsen over the next 12 months, meaning that there is an opportunity to explore the possibility of making speculative planning applications.

The content of the consultation was approved by the Council’s Cabinet earlier in September, so we have been able to see what it’s going to cover. It is based around several topics, including a number of questions about options for the distribution of housing, other growth and what to cover in policies. There is also some background information including an assessment of the sustainability of the settlements within the Borough and an indication of how the Council is going to assess sites that have been promoted to them.

Questions have been raised about where the houses should go and sets out a proposed hierarchy of settlements. Basingstoke is the principal service centre, with Overton, Tadley and Whitchurch below that, followed by a number of other settlements ranging from local service centres through to small villages. These areas have varying potential for accommodating development.

The Council’s housing numbers have increased slightly from 850 per annum in the current Local Plan to approximately 884 homes per annum looking forward.

This is a really good time to influence the content of the Plan by responding to the consultation. As the Plan is at an early stage there is scope to promote land and sites of all scales across the Borough which could help to deliver the housing that is needed.
