Over the past few months, proposals for a new village at Rye Common to the south of the A287 between Odiham and Crondall have been outlined to Hart District Council for consideration within the emerging Local Plan process. Feedback the Council has received during the emerging Local Plan process to date has established a preference for a new settlement to be considered, in order to assist in meeting the emerging objectively assessed housing need.
The proposal for a new village at Rye Common is for a high quality, well contained village within a relatively unconstrained part of the District. A single land ownership results in a limited land-take being required in order to deliver a sustainable level of housing (c. 1500 dwellings), reducing the impact of this new settlement proposal on Hart’s landscape. Importantly, direct access onto the A287 would also ensure that traffic resulting from a new settlement would not be reliant on dispersing through existing settlements within Hart District, exacerbating problems at existing settlements, as is likely to be the case with other proposals put forward to the emerging Local Plan. The proposal also responds effectively to the Saved South East Plan Policy NRM6 and the need for Hart to prioritise residential development outside the 5km zone of influence of the Thames Basin Heaths Special Protection Area.
In advance of the Draft Local Plan public consultation anticipated to commence this Autumn, a public consultation process relating to the proposal for a new village at Rye Common has been launched to obtain views on this newly formed opportunity for a new village. It is considered that the opportunity for a small village in this location should be explored further by the Council as the plan emerges and we would therefore appreciate your support in this respect. Responses received will be collated and used to inform our own response to the forthcoming District consultation.
