Major Redevelopment of Previously Developed Land in the Surrey Green Belt

Bell Cornwell on behalf of Octagon Developments Limited has successfully obtained a resolution to grant Planning Permission and Listed Building Consent for the redevelopment of Broadoaks Park in West Byfleet. The former MoD Site is within Green Belt but is considered previously developed land.

We have worked closely with Octagon, their development partners and Woking Borough Council to bring forward an alternative proposal to that approved in October 2017, required as a result of being unable to progress with the school element. This major redevelopment will ensure that this dormant, previously developed Green Belt site, is developed in a sensitive way which maintains openness and makes use of the Site’s heritage assets, whilst meeting the needs of the local area.

Following Bell Cornwell’s successful involvement in achieving Planning Permission and Listed Building Consent on the Site in October 2017, the revised application includes:

  • 125 market houses (115 new builds and 10 refurbished and converted from the existing Listed Buildings)
  • 54 affordable homes (mixture of shared ownership and affordable rent)
  • 75-bed purpose built assisted living scheme for over 60s to be operated by Pegasus Life
  • 80-bed purpose built care home to be operated by Hamberley Development
  • A new purpose built office of approximately 9,000 sq.ft over 2 floors
  • Significant highway improvements and on-site landscaping

Extensive consultation undertaken by the Applicant including a well-attended event in March 2018, ensured that there was significant support from local residents and interest groups, who are pleased to see development proposals being brought forward on a Site that has been inactive since 2008.

The application was heard at Committee where Members voted unanimously in favour of the application despite officer recommendation for refusal, stating that there is strong local support and the very special circumstances put forward significantly outweigh the perceived harm.
