Bell Cornwell has successfully obtained planning permission for a 12 dwelling Rural Exception Site on open farmland opposite a Grade II Listed cottage at Herriard, Hampshire.
Of the 12 dwellings, 10 were secured as affordable housing (4 rented, 4 shared ownership, 1 village charity property and 1 property for the estate) with the remaining 2 dwellings as open market supported by the local community and Parish Council to contribute to the build cost of the scheme.
The project required detailed discussions with the Council, prior to, and throughout the planning application. Financial information was submitted to the Council to robustly demonstrate that without the two market dwellings, the scheme to provide the ten affordable houses would not be financially viable and that financial viability could not be achieved with a lower number of market dwellings.
Bell Cornwell also satisfactorily demonstrated that there would be no adverse impact on the significance of the heritage asset, gaining full support from the Councils Conservation Officer. The application was approved under delegated powers in a timely manner only days before CIL coming into effect.
