Permission in Principle for 9 dwellings in Cornwall

Our team of planning consultants in Cornwall have obtained Permission in Principle (PiP) for 9 dwellings on the edge of Tregadillett village, near Launceston. The scheme is classified as a rural exception site, meaning that the development will help to meet identified housing needs in the area through the delivery of sought after affordable homes, and potentially, open market housing.

Initially we were asked to provide planning advice on the development potential of our client’s land which is located on the edge of the settlement. As a result of our promising findings it was decided to promote a scheme of up to 9 dwellings. It is worth noting that the number of homes approved is actually higher than the current need in the village, and that PiP allows you to secure support for a range of development – in this instance the PiP provides consent for between 5 to 9 dwellings.

Additional flexibility has been built in so that:

(a) The end developer has the opportunity to cross-subsidise the scheme with open market housing should this be required as part of viability arguments at the Technical Matters stage.

(b) Additional houses can be delivered should housing need in the village increase by the time Technical Matters are submitted.

PiP is a tool within the planning system that can be applied to schemes with certain characteristics e.g. sites 1-9 dwellings, up to 1,000sqm of new floorspace and on sites under 1 ha. It provides an alternative route to obtaining planning permission, designed to provide early certainty on the in principle matters: use, location and amount, without a significant amount of work and, therefore, outlay. In this instance, the client wanted to test the water and establish whether the principle of a rural exception development would be considered acceptable. PiP was an excellent way to limit our client’s exposure to risk whilst securing the principle of development on their land.
