A Building of Significant Importance

Beaumont House, a Grade II* listed building, was originally constructed between 1856–59 as a former riding school at the cavalry barracks in Aldershot. Given its significant historic and architectural value, it was essential that the proposals carefully preserved the building’s special character and setting.

The approved scheme will deliver a new secondary SEN school operated by Inclusion Education, an organisation focused on supporting young people with additional needs, particularly those relating to mental health and wellbeing. The school will provide a nurturing, structured and inclusive environment, designed to help pupils thrive both academically and personally. The project represents a valuable addition to specialist education provision in the area.

The Site

Most recently used as office accommodation (Use Class E), Beaumont House’s size, layout and character made it well suited to sensitive conversion for educational purposes.

The proposals sought planning permission to change the use of the building and site to a school (Use Class F.1a), enabling the creation of a small-scale educational facility while retaining and respecting the building’s historic fabric.

The Proposal

The approved scheme allows for the conversion of the building into a specialist school accommodating up to 40 pupils. The proposals focused on adapting the existing internal layout to provide appropriate teaching spaces while ensuring that the historic character of the building is preserved.

Importantly, the external appearance of the building will remain largely unchanged, with alterations primarily confined to the internal arrangement of spaces. This approach ensures that the heritage significance of the building is maintained while allowing it to function effectively in its new role.

A number of supporting measures formed part of the application, including:

  • A Traffic Management Plan to ensure safe arrival and departure arrangements for pupils
  • A carefully designed parking and turning layout within the site
  • Visibility splays and access improvements to maintain highway safety
  • Acoustic controls and operational management measures to protect neighbouring residential amenity

The planning permission also includes specific operational controls, such as restricting music lessons to a dedicated music room and limiting the hours of school attendance in accordance with the submitted heritage documentation.

Planning Considerations

The site lies within the administrative area of Rushmoor Borough Council, which granted planning permission for the development.

In assessing the application, the Council concluded that the change of use would result in less than substantial harm to the significance of the listed building and that this limited impact was outweighed by the public benefits of the proposal.

The Council also confirmed that the proposals:

  • Provide a suitable access and parking arrangement integrated with the local highway network
  • Safeguard the amenity of neighbouring properties through operational controls
  • Avoid harm to trees and the nearby Thames Basin Heaths Special Protection Area

The scheme was therefore considered to comply with relevant local planning policies relating to heritage protection, design, transport and environmental considerations, as well as national planning guidance.

Sensitive Adaptation of a Heritage Asset 

Projects involving listed buildings require a careful balance between conservation and change. This scheme demonstrates how a historic building can be sensitively adapted to accommodate a new use, while preserving its architectural and historic significance.
