The building, which was in need of significant improvement and modernisation, will now be transformed to meet contemporary standards while enhancing the character of its surroundings.
Planning permission for a high-quality design
The planning application followed detailed pre-application discussions with Exeter City Council’s planning and urban design officers. Designed by LHC Design, the approved scheme delivers a high-quality and efficient use of the site, featuring two new atriums and a significantly upgraded internal layout that will provide flexible, modern office space and a more attractive working environment.

Heritage Impact Assessment
Given its location within the Southernhay and The Friars Conservation Area, and in close proximity to several listed buildings, the proposals were particularly sensitive from a heritage perspective. As part of the submission, Bell Cornwell prepared a Heritage Impact Assessment, which demonstrated that the development would cause no harm to the setting of nearby heritage assets and would, in fact, enhance the conservation area’s character and appearance.
This approval paves the way for a major upgrade to a key city centre office building, helping to deliver a better workplace and contributing to the continued vitality and appeal of Exeter’s commercial core.
