Planning Permission Secured On Appeal In Frensham

Bell Cornwell has successfully secured planning permission on appeal for the conversion of an existing stable block, tack room and hay barn at Hillside Stables, Hillside Road, Frensham into a single independent dwelling.

Stable Block Conversion Allowed on Appeal in Frensham

The Proposal

The scheme involved converting the existing equestrian buildings to create a sensitively designed new home. The approved plans included modest external changes such as a new porch, roof lights, updated fenestration and the installation of photovoltaic solar panels.

Importantly, the proposal was found to be in a relatively sustainable location and it was concluded the development would not result in a detrimental urbanising effect on the rural landscape.

Planning and Appeal Considerations

Waverley Borough Council originally refused the application, raising concerns about the location of development, the impact on the rural character of the area and the perceived risk of settlement coalescence.

Bell Cornwell appealed the decision and challenged the Council on its position on the location of development, arguing policy considerations and nearby appeal decisions, which formed material considerations, had not properly been taken into account as part of the decision making process. During the course of the appeal, the Council conceded on this ground and confirmed to the Inspectorate that it would no longer seek to defend the reason for refusal relating to the location of development.

Through the appeal process, Bell Cornwell also demonstrated that the development would not introduce harmful new built form, nor would it erode the open character of the countryside. The Inspector concluded that the buildings were well screened by mature landscaping and that their conversion would result in a non-descript and inoffensive appearance that would sit comfortably alongside existing residential development.
