Bell Cornwell provided planning support and helped secure full planning permission for the conversion and change of use of a rural building to a research and development facility,along with associated external locations on the Roseland Peninsula.

Project Overview

The site is based on a rural estate turned business campus, focused on supporting rural high-tech enterprise and the creation of high-skilled jobs that attract and provide development opportunities for Cornish enterprise.

The entire campus is an extremely sensitive landscape setting at the heart of the Roseland Peninsula in both the Cornwall AONB and Fal and Helford SAC.

The planning implications of these designations (which are of both national and European significance respectively) had to be carefully balanced against the client’s essential need to secure additional research and development space for their business to continue to develop.

This is another project, where we have worked collaboratively with The Bazeley Partnership, who were project architects for the scheme.

Bell Cornwell were approached by the client to review a series of historic planning permissions granted on the site, with a view to advising on the most suitable planning strategy to deliver the companies objectives in the short, medium and long term.

The new facility seeks to provide the client with an exemplar 21st century research facility, whilst paying due regard to the requirements of the Cornwall Local Plan and the Roseland Neighbourhood Development Plan. It required careful consideration to be given to design issues including the overall appearance of the proposed development along with associated matters such as lighting. The proposals managed to demonstrate overall compliance with the development plan, whilst also demonstrating important material considerations including the economic benefits to the rural economy and the locational suitability of the site.

 

Despite a challenging set of constraints, the application received the full support of the local parish council and planning officers and was approved under delegated officer powers.
