Fareham Borough Council has reached an advanced stage in the preparation of their Local Plan which is currently out for consultation following the latest round of modifications. The consultation period will run until the 12th December 2022.

The modifications provide additional evidence in relation to the Council’s housing land supply and the delivery of the proposed Welborne Garden Village. These additions follow the recommendations made by the Inspector who was appointed to independently assess the suitability of Fareham’s draft Plan.

Delivery at Welborne has been delayed due to works required to the M27 junction 10, which impacted Fareham’s Housing Land Supply position.  The outline planning application for the new community was submitted in March 2017 and received planning consent in September 2021.  New homes are now expected to be delivered on site in 2024 and the improvements to J10 completed by 2025.

The Council’s Housing Land Supply Topic Paper confirms that they have a five year housing land supply and anticipate this will be the case at least for the first five years of the Plan.

After the consultation has closed, the comments will be passed to the Inspector for consideration in preparation of her final report.  Providing the report is favourable, the Council will then be in a position to decide whether to adopt their Local Plan.

Whilst these changes can appear minor and of a technical nature, this is one of the last opportunities to comment before the potential adoption. For those with land in Fareham it is worth reviewing the modifications to see how these may affect you. Those that live in the area may still wish to comment on the changes as this could affect development near you.
