Project Overview

Bell Cornwell has experience of many solar renewable energy projects and recently have been involved with a project to provide photovoltaic panels to a site near Bentworth, East Hampshire.

The main considerations that need to be addressed when submitting a planning application for photovoltaic panels include:

  • Site selection (ensuring that the site is a suitable location for photovoltaic panels)
  • Justification for loss of Agricultural land
  • Impact on Visual Amenity and Landscape Character
  • Impact on Biodiversity
  • Impact on Amenity of Neighbouring Residents
  • Impact on Public Highway

Renewable energy projects have been supported in National Planning Policy and Local Planning Authorities have been encouraged to provide planning policies that increase the use and supply of renewable and low carbon energy projects and recognise that even small-scale projects provide a valuable contribution to cutting greenhouse gas emissions.

We have extensive experience in preparing both supporting statements which address the above considerations and in coordinating any required reports from other consultants.

We have had success with a planning application near Bentworth, it was a small-scale project that involved the erection of three rows of photovoltaic panels on grass paddock land. The aim of the proposal was to increase the sustainability credentials of the site by generating renewable energy and reducing energy consumption from the electricity distribution network.

Due to the countryside setting, we had to make strong arguments that the significant environmental benefits of providing renewable energy would outweigh the limited harm caused to the rural landscape character. Planning permission was granted by East Hampshire District Council.

The success of this project provides the following benefits:

  • Reduce energy consumption to the main estate from fossil fuels.
  • Diversification of agricultural land.
  • Provide surplus renewable energy to the electricity distribution network.
  • Income from surplus energy provided to the electricity distribution network.
