Project Overview

Bell Cornwell has assisted South Devon Rural Housing Association in securing full planning permission for a development of 32 homes, including the provision of open market and affordable housing and accommodation for people with learning difficulties within the village of Dartington, South Hams.

The site comprises 18 chalet bungalows set in open plan communal gardens. The accommodation was built in the 1960’s and is no longer fit for purpose. In addition, the site includes an area of open space that is of interest to the local community.

Prior to Bell Cornwell’s involvement, planning permission was granted in 2015 despite vociferous local objection. Following a legal challenge this permission was quashed due to concerns relating to the way in which the loss of open space was assessed with the application. The LPA were therefore required to consider the application afresh.

Bell Cornwell were brought in as planning agents to address the open space issues on which the challenge was allowed and provided detailed analysis in response to the issues identified. We negotiated with officers on all technical matters and took the application forward for the client, attending the relevant planning committee. Bell Cornwell helped steer the application toward a successful outcome with the committee resolving to grant planning permission subject to the signing of a S106 agreement.
